The district administrative authorities are responsible for matters relating to the legal management of state education authorities.
The school authority is jointly managed by the district administrator or the mayor (= legal head) and a school inspector for primary and secondary schools (= technical head). The area of responsibility of the district administrator and the Lord Mayor includes matters of a predominantly legal nature.
Matters of a predominantly legal nature are all matters whose main purpose is to shape or establish legal relationships; these include, in particular, appeal proceedings, administrative enforcement and administrative offense proceedings and the enforcement of safety and health regulations (e.g. objection proceedings, matters relating to disciplinary regulations, punishment of administrative offenses, e.g. by imposing fines for violating compulsory school attendance).
District administrations are responsible for the administration of district-owned schools, independent cities for the administration of schools in the independent city.
