The provision of all-day education and childcare and therefore also the expansion of all-day school provision (open and tied) is one of the key educational and socio-political challenges. In many cases, schools work together with one or more cooperation partners who employ the teaching staff to implement the all-day educational concept.

In consultation with the school (expense) provider, the school management can transfer the implementation of the education and care services in the open and tied all-day programs in whole or in part to an independent non-profit provider or a municipality as a cooperation partner. For this purpose, a cooperation agreement is concluded at state schools between the independent provider or municipality and the Free State of Bavaria, represented by the relevant government, at the suggestion of the school management.

Since the 2020/2021 school year, the "FWD Sport im Ganztag" model has been implemented in cooperation with the State Sports Association (BLSV). This model provides for a higher proportion of the volunteer's working hours to be spent in the all-day school and is also based on the joint orientation framework of the Conference of Education Ministers, the Conference of Sports Ministers and the German Sports Youth for "The Voluntary Social Year in Sport and Schools". For implementation, a specific cooperation agreement can be concluded via the school management within the available budget. The BSJ in the BLSV e.V. is also available as a contact for interested clubs and schools.

Approval of the pedagogical concept for the all-day school and the existence of the approval and funding requirements in accordance with the Minister of Education's announcement (KMBek) for the corresponding all-day school form.

General cooperation agreement

  • The cooperation agreement should be drawn up by the cooperation partner in July if possible. After it has been signed by the school management, the cooperation partner sends the original in duplicate, including the fully completed data sheet as part of the contract, directly to the responsible government. The government sends a countersigned copy of the cooperation agreement back to the cooperation partner in July/August. This allows the cooperation partner to make an advance payment at the beginning of the school year in mid-September in the amount of 5/11 of the maximum possible budget based on the requested and approved number of classes or groups.
  • By September 30 at the latest, the cooperation partner submits the description of services to the government in duplicate via the school management, together with a supplementary sheet if necessary.
  • By September 30 at the latest, the school management must check the content and completeness of the staff declarations and confirm this by signing a verification note. These verification notes must be reissued annually and submitted to the government in the original.
    • The copy of the audit certificate remains in the school management's files. The declarations and documents must be returned to the cooperation partner for safekeeping after they have been checked. No files will be kept by the school management or the government in this respect.
    • The cooperation partner must immediately submit the necessary declarations and documents for personnel whose deployment has not yet been determined at this time, and the audit report must then be submitted to the government without delay.

Cooperation agreement in the area of "FWD Sport im Ganztag"

  • The cooperation agreement must be drawn up by the cooperation partner in July if possible. The government sends a countersigned copy of the cooperation agreement back to the cooperation partner in July/August. The lump-sum payment is made in two installments.   • Immediately after the start of the teaching period in September, the assignment location undertakes to determine the details of the implementation - in particular the time frame, the exact activity and the name of the volunteer(s) - in agreement with the school management and to draw up a weekly schedule in accordance with the relevant specifications by October 15 of the calendar year. The assignment school shall submit the weekly schedule to the responsible district government by October 31 of the calendar year at the latest. The assignment location also submits the weekly schedule to the BLSV by October 31 of the calendar year at the latest.
  • By October 31 at the latest, the school management must check the content and completeness of the staff's declarations and confirm them by signing a verification note. These audit certificates must be renewed annually and the originals submitted to the government.
    • The copy of the audit certificate remains in the school management's files. The declarations and documents must be returned to the cooperation partner for safekeeping after they have been checked. No files will be kept by the school management or the government in this respect.

In consultation with the school (expense) provider and, if necessary, in agreement with the cooperation partner, the school management can also appoint individuals to provide education and care services in the open and tied all-day programs. For this purpose, a temporary employment or service relationship is established between the individual and the Free State of Bavaria, represented by the relevant government, at state schools at the suggestion of the school management. Here, only cooperation agreements can be concluded with the respective assignment location.
