Procedure details

All administrative districts publish vacant and upcoming vacancies at state elementary school, secondary schools, special schools and vocational schools (excluding FOSBOS) in the Official School Gazette of the respective government or in the Ministerial Gazette of the Bavarian State Government (BayMBl). These positions and also the positions published there by repeated advertisement (second or renewed advertisement) are generally open to applicants from all Bavarian administrative districts.

The tasks of the pedagogical managers correspond to the subject areas of the qualification:

  • Leadership (role clarification, leadership instruments - in particular target agreements, expansion of leadership skills)
  • Personnel development (participation in personnel development and selection, official assessment, further training as a management task, stress prevention/teacher health, conflict situations, conference design, team management)
  • Organization and cooperation
  • Teaching quality, internal and external evaluation, school profile

The contents of the qualification of head teachers are part of a training curriculum that is divided into three modules: pre-qualification (A), training (B) and professional support (C).

Module A must be taken before the transfer of function, Module B immediately after the transfer of function and Module C in-service. Module A of the pre-qualification has a duration of 10 course days, the training (Module B) of 12 ½ days and the in-service phase (Module C) of 10 days.

Modules A, B and C are components of the management qualification and must be recorded in a portfolio by the teachers themselves. This portfolio is requested in the advertisement for or application for a position. If applicable, the portfolio must also be continued in-service after the transfer of function.

Civil servants and permanently employed teachers or holders of positions with the relevant professional qualifications can apply for positions.

  • Attachments to the application (see also forms under "Forms"):
    • Portfolio
    • Copy of most recent employment evaluation
    • Curriculum vitae/professional background
    • Certificate of participation in in-service training as part of the overall leadership qualification concept
    • Portfolio overview of pre-qualification as a school principal

The application deadlines are published in the Official School Gazette of the governments or in the Ministerial Gazette of the Bavarian State Government (BayMBl.) together with the job advertisement.

Vacant positions at vocational schools (excluding technical and vocational secondary schools) are published in the Ministerial Gazette of the Bavarian State Government (BayMBl). Applications must be submitted via the official channels to the responsible government and are then submitted to the Bavarian State Ministry of Education and Cultural Affairs for a decision.
