At the German border (possibly also when entering via a German airport), the authorities responsible for controlling cross-border traffic can issue exceptional visas under certain conditions. However, the applicant must provide unforeseeable compelling reasons for entry, if necessary with supporting documents.
An exceptional visa can be issued as a uniform (Schengen) visa or as a national visa. This depends on the purpose of the stay. As a rule, the relevant conditions for issuing the respective visa must also be met when an exceptional visa is issued.
The maximum period of validity of an exceptional visa is always 15 days.
