Child start-up allowance
In November 2024, the Bavarian Council of Ministers decided to further develop the voluntary benefits for families in Bavaria. The family allowance and crèche allowance will therefore be combined into a one-off benefit, the Kinderstartgeld, in future. Further money will flow into the childcare system.
For children born on or after January 1, 2025, there will be a child starter allowance. This one-off benefit of 3,000 euros is to be paid out on the child's first birthday.
There will be no changes for parents who already receive the Bavarian nursery allowance. The Ministry of Family Affairs is currently working on the key points for the child starter allowance, after which the parliamentary procedure for the necessary legal changes will be carried out. This must be awaited.
Crèche allowance
Parents can receive the Bavarian crèche allowance for their children from their first birthday (start of benefit: calendar month following the child's first birthday) until August 31 of the calendar year in which the child turns three.
The crèche allowance provides parents with up to EUR 100 per month per child to help with parental contributions if they actually pay them. The end of the nursery allowance is directly linked to the contribution subsidy for the entire nursery period. Only parents whose income does not exceed a certain household income limit receive the crèche allowance.
In addition to parents, adoptive foster parents and foster parents can also benefit from the crèche allowance.
The daycare allowance is only paid out upon application to the Bavarian Family and Social Welfare Center (ZBFS). You can submit the application either in writing using the forms provided or online at (see "Forms" and "Online procedure").
The application must be signed by both parents (exception: single parents).
After successful verification by the ZBFS, payment is made directly to the applicant.

The application can be submitted at the earliest three months before the intended start of benefits. A previous application is irrelevant and must then be submitted again.
The childcare allowance can be granted retroactively for a maximum of 12 calendar months if the application is submitted by August 31 of the calendar year in which the child turns three at the latest. If the child has been in care since the first birthday or earlier, the application should be submitted no later than the calendar month following the child's second birthday. If the application is submitted later, the full benefit can no longer be granted. If an application is submitted after August 31st of the calendar year in which the child turns three, the crèche allowance can no longer be granted.

The ZBFS must be informed of any changes to personal data (e.g. exceeding the self-determined income limit, reimbursement/transfer of parental contributions by other public bodies or termination of the childcare contract with the childcare facility or daycare).

Parents can apply for family allowance for every child between the ages of two and three.
