The competent immission control authorities are generally the district administrative authorities (i.e. the district administration offices or the municipalities with district status) and, in exceptional cases, the governments. They advise the operators of installations requiring approval with regard to the application process and the fulfillment of immission control obligations.
In licensing procedures under other areas of law, the immission control authorities issue statements as public authorities.

The competent authority can also issue subsequent orders for approved installations.
In particular, systems requiring approval are regularly inspected to ensure that they comply with the legal regulations and the approval notice. They can also be inspected for special reasons.
