In Bavaria, the municipalities are responsible for issuing German identity documents such as passports and ID cards as well as registering, de-registering and re-registering. They act in a delegated area of responsibility. Since January 1, 2021, the municipalities have also been responsible for issuing eID cards. These can be issued to people who are either EU citizens or who are nationals of a country that belongs to the European Economic Area.
In these matters relating to passport, ID card, eID card and registration law, the district administration offices are responsible for the technical supervision of the municipalities belonging to the district; however, the government is responsible for the technical supervision of the municipalities not belonging to the district.
District offices and governments advise the municipalities on passport, ID card, eID card and registration law. If an administrative offense is committed in these areas, the district administrative authority (the district office) is responsible for the fine proceedings. Municipalities that are not part of a district handle such fine proceedings themselves.
