This form can be submitted electronically (e.g. via a secure contact form using your user account with login via the electronic ID function or the ELSTER certificate) or handwritten and signed in paper form to the responsible authority.
What is citizen engagement for modern administration?
The state and society are constantly facing new, major challenges. Particularly against the backdrop of demographic change and advancing digitalization, innovations are needed to adapt to the constant process of renewal and change.
The Citizens' Commitment to Modern Administration is a forum for citizens' suggestions for improvements in order to simplify, speed up, reduce costs or otherwise improve the administrative processes of public administration and thus make them more citizen-friendly.
The Bavarian State Ministry of Finance and Home Affairs is in charge of the Citizen Engagement Forum for Modern Administration. It submits the proposals received to the relevant ministries for processing and decision. Cross-departmental proposals are processed by the forum itself. The responsible body then decides (without recourse to the courts) on the acceptance and awarding of the proposal.
What should a proposal look like?
A proposal is a novel, concrete and detailed idea that noticeably improves something and thus contributes to the efficiency and effectiveness of the administration. Ideas or solutions that have already been or are being discussed in the administration, at a political level or in the media are not novel.

You should ask yourself the following questions when submitting a proposal:
Please keep your proposal as short and clear as possible. If necessary, explain it with sketches or calculations. If possible, you should calculate and explain the expected success as well as the effort required for implementation.
Is it worth submitting a proposal?
Of course, because everyone benefits from optimizations in administration!
Our common goal is to simplify, speed up or otherwise further improve the administration and the sometimes complex processes at all levels. The suggestions for improvement that have already won awards show this: It is often small, simple changes, such as merging two forms into one, that make work easier.
Depending on the costs and benefits of the suggestion, attractive cash or non-cash prizes are awarded for each accepted improvement suggestion!

Who can submit a proposal?
All citizens who have an idea for the further development of the Bavarian state administration can take part. The only exceptions are persons and institutions that deal commercially or professionally with organizational, automation or controlling issues.
