Apply for transitional allowance for pensioners

If you receive rehabilitation benefits from the pension insurance and your entitlement to continued payment of wages or salaries ends, then you could be entitled to transitional benefits.

Procedure details

The transitional allowance serves to provide economic security for the rehabilitant during the benefit.

The prerequisite is that you have paid contributions to the statutory pension insurance during the relevant assessment period. This is always the case, for example, if you have previously received remuneration subject to social insurance contributions.

This also applies to previous receipt of sick pay or unemployment benefit. Here, too, your health insurance fund or the employment office will pay pension insurance contributions.

If you receive a medical rehabilitation benefit, please note the following:

  • If you received unemployment benefit II before the medical rehabilitation and immediately before that was a benefit on the basis of which contributions to pension insurance were paid (seamlessness), you are entitled to transitional benefits in the amount of unemployment benefit II.
  • Otherwise, the Job Center will continue to pay you unemployment benefit II during the medical rehab.

If you are entitled to benefits for participation in working life, the following applies:

  • You are always entitled to transitional benefits, even if you have not paid any pension insurance contributions during the relevant assessment period.
  • In this case, a classification is made according to qualification groups.
  • The highest professional qualification that you have acquired in your professional life is taken as a basis.
  • If you have paid contributions in the relevant assessment period, a comparative calculation is made with the qualification group in the case of retraining. The higher transitional allowance will be paid.

The amount of the transitional allowance is generally 75 percent or 68 percent of your previous net pay. This depends, among other things, on whether you have a child as defined by law (child benefit recipient). If so, the higher transitional allowance will be paid. This applies to both benefits for medical rehabilitation and benefits for participation in working life.

  • You must have paid contributions to the statutory pension insurance scheme in the relevant assessment period.
  • This is always the case, for example, if you were in an employment relationship subject to social insurance immediately prior to the benefit, or if you receive a benefit such as sick pay, unemployment benefit, which was calculated from remuneration subject to social insurance.
  • Self-employed persons must have paid contributions to the statutory pension insurance in the calendar year prior to the start of the benefit.

You will receive the documents (forms) required to apply for transitional benefits from us together with the notice of approval for your benefit. Different steps and forms are required depending on the case.
For employees subject to pension insurance for medical rehabilitation benefits:

  • If your employer confirms that he or she will continue to pay your wages for the entire duration of the rehabilitation benefit, you, your employer and your health insurance fund do not need to take any action.
  • If continued payment of wages is discontinued in whole or in part, you are generally entitled to transitional benefits for the period of rehabilitation services.
  • In this case, you must submit forms G0513 - Notes for the employer, G0514 - Explanatory notes on the remuneration certificate for the employer, G0515 - Remuneration certificate for calculating transitional allowance, with the letter of invitation from the rehabilitation institution to your employer shortly before the start of rehabilitation benefits.
  • If you are employed by several employers, please request additional remuneration certificates from the German Pension Insurance (DRV). The DRV will request the data that the DRV needs from your health insurance fund, such as periods of previous illness or the end of continued remuneration, electronically from your health insurance fund.
  • If you apply for a transitional allowance, the DRV will require the completed form G0512 - Declaration of the insured person - from you shortly before the start of the rehabilitation benefit.


For recipients of sickness benefit immediately before the rehabilitation service:

  • The DRV requires form G0512 - Declaration of the insured person - from you shortly before the start of rehabilitation benefits. The data required by the DRV for a transitional allowance calculation are then requested electronically by the DRV from your health insurance fund.
  • Your transitional allowance will be calculated from the earnings data on which your sickness allowance calculation was based.

For recipients of unemployment benefits from the Employment Agency:

  • The DRV requires form G0512 - Declaration of the insured person - from you shortly before the start of rehabilitation benefits.
  • In addition, you must notify the employment office of the start of the rehabilitation benefit. You will then receive a notice of discontinuation of unemployment benefits from the Employment Office, which must be submitted to the DRV. The DRV will then pay transitional benefits for the duration of the rehabilitation benefit in the amount of the unemployment benefit previously received, if the calculation of your unemployment benefit was based on remuneration or earned income subject to pension insurance.


For recipients of unemployment benefits from the Employment Agency in the case of continuous incapacity for work from the receipt of sickness benefits until the start of the rehabilitation benefit (discontinuation of benefits):

  • Shortly before the start of the rehabilitation benefit, the DRV requires form G0512 - Declaration of the insured person.
  • In this case, the calculation bases of the sickness benefit are decisive for the calculation of your transitional allowance. The DRV will request the necessary documents electronically from your health insurance fund.


For recipients of unemployment benefit II from the provider of basic benefits:

  • Unemployment benefit II will continue to be paid by the Jobcenter - Träger der Grundsicherung - for the duration of the medical rehabilitation benefit.
  • This also applies if you are entitled to transitional benefits. In this case, the DRV will reimburse the job center for the expenses. You must inform the job center of the start and end of the rehab benefit.


The above statements apply in principle in the same form for participants in benefits for participation - for example, retraining - but different forms must be sent here:

  • You are entitled to a transitional allowance for the duration of your participation in the participation benefit. The basis for calculating the transitional allowance is generally the last gross pay and net pay if your last employment at the start of the benefit was no longer than 3 years ago. If your last employment was more than 3 years ago, a transitional allowance is calculated on the basis of 65 percent of a fictitious salary corresponding to your proven highest professional qualification.
  • To calculate and pay the transitional allowance, the DRV requires you to complete and return Form G0532 - Declaration of Insured Person. Please forward forms G0533 - Notes for the Employer, G0534 - Explanatory Notes on the Statement of Remuneration for the Employer and G035 - Statement of Remuneration for the Calculation of Transitional Allowance as soon as possible, stating the start date of the benefit, to the employer where you were last employed subject to compulsory insurance.
  • If you are receiving sickness benefits, the DRV will request the necessary data electronically from your health insurance fund. If you are receiving unemployment benefit or unemployment benefit II, you must inform the employment agency or job center about the start of the benefit.
  • Please provide appropriate proof of the highest professional qualification you have acquired - for example, journeyman or journeywoman, master craftswoman or master craftsman, or university degree.

If you give your consent to electronic communication, all correspondence can be done online. Either use the electronic mailbox under online services with registration or De-Mail.

There are no costs for you.

There are no deadlines to observe. However, in your own interest, you should send the above-mentioned forms to the DRV as soon as possible before the start of your benefits so that they can calculate and pay your transitional allowance promptly.

The processing time depends on the completeness of the completed forms and on whether reimbursement claims are received from other offices. As a rule, the processing time is 2 weeks if the DRV has no queries.
