Establishment and foundation of authorities and institutions
The organization of the general state administration, the regulation of responsibilities and the manner of appointment of state bodies shall be made by law. The establishment of state authorities in detail is the responsibility of the state government and, on the basis of the authorization granted by it, of the individual state ministries. The municipalities (municipalities, counties and districts) shall establish their authorities on their own responsibility on the basis of the constitutionally guaranteed right of municipal self-government to perform their tasks.
